Inefficiencies in European Congestion Management Proposals∗

چکیده

An efficient congestion management system is a necessary condition to remove obstacles to the cross border trade of electricity in Europe and hence to move towards an internal electricity market. Locational marginal pricing (LMP) is progressively becoming the benchmark of congestion management in the United States. It is conceptually simple, compatible with basic economic theory and physical realities, and effective in practice. Proposals for congestion management in Europe depart in several ways from this benchmark. We discuss these proposals and illustrate some of their inefficiencies. A special emphasis is placed on the restrictions to trade implied by the implementation of zonal approaches. ∗An earlier version of this paper was presented at the CMI Electricity Project Transmission Workshop, Cambridge, 18–19 July 2003. †The article was written while the first author was visiting CORE financed by an Electrabel Fellowship. ‡Tractebel Professor of Energy Economics, Department of Mathematical Engineering and Center for Operations Research and Econometrics, Université catholique de Louvain, Louvain-la-Neuve, Belgium.

Cross-Border Trade: A Two-Stage Equilibrium Model of the Florence Regulatory Forum Proposals

We present a computable model that encompasses several proposals of the “Florence Regulatory Forum”, initiated by the European Commission to deal with cross-border trade. Specifically, the model imbeds both the access to the network and congestion issues analysed by the Forum. Access charges reflect the mechanism devised by the Forum, and congestion at the interconnection is managed through the...

Strategies to Overcome Network Congestion in Infrastructure Systems

Networked Infrastructure systems deliver services and/or products from point to point along the network. Demand for the services provided by such systems is typically cyclic, creating inefficiencies in capacity utilization. Congestion pricing provides incentives to shift demand from peak time periods to lower demand periods. This effectively increases the capacity of the system without the need...

Airport Characterization for the Adaptation of Surface Congestion Management Approaches

Surface congestion management has received increased attention worldwide, largely due to its potential to mitigate operational inefficiencies and environmental impact. Most prior efforts have focused on demonstrations of a proposed congestion management approach at a particular airport, and not on the adaptation of a particular approach to a range of airport operating environments. This paper p...

Distinguishing Technical Inefficiency from Desirable and Undesirable Congestion with an Application to Regional Industries in China

Congestion is an important issue that requires the efficiency of decision-making units (DMUs). We first classify conventional congestion into congestion (newly defined) and technical inefficiency, based on prior research and real applications. Modified definitions and mathematical expression of congestion, managerial inefficiency, and technical inefficiency are proposed to better illustrate the...

Common problems in delay-based congestion control algorithms: a gallery of solutions

Although delay-based congestion control protocols such as FAST promise to deliver better performance than traditional TCP Reno, they have not yet been widely incorporated to the Internet. Several factors have contributed to their lack of deployment. Probably, the main contributing factor is that they are not able to compete fairly against loss-based congestion control protocols. In fact, the tr...
